FREE HOME ENERGY AUDIT
PUD 3’s conservation technicians can inspect a customer’s home, determine the largest consumers of electricity, and make recommendations for improving its energy efficiency. They can also recommend residential weatherization programs for which a home may qualify. Schedule a FREE home energy audit today.

FREE COMPACT FLOURESCENT LIGHT BULBS & RECYCLING
Compact fluorescent light bulbs (CFLs) are an easy way to reduce a home’s energy use. Lighting accounts for up to 20% of a home’s energy consumption. CFLs use up to 75% less energy than traditional incandescent bulbs. CFLs are available FREE at all PUD 3 locations. For more information about CFLs, visit

CFLs should be disposed of and recycled properly. PUD 3 is a drop off location for CFL light bulbs and used batteries to ensure these products are disposed of and recycled properly.
Low-flow Showerheads are also available at each PUD 3 location.
APPLIANCE REBATES
PUD 3 offers a one-time billing credit for the purchase of qualifying ENERGY STAR® washing machines, ENERGY STAR® refrigerators, ENERGY STAR® freezers, and energy efficient water heaters. A receipt with the make and model number is required for rebate. More information about ENERGY STAR® products and specifications can be found at

- $30 billing credit for a machine with a modified energy factor (MEF) of 2.0 - 2.19
- $50 billing credit for a machine with a modified energy factor (MEF) of 2.2 - 2.4
- $70 billing credit for a machine with a modified energy factor (MEF) of 2.46 or higher

REFRIGERATOR & FREEZER DECOMMISSIONING
JACO Environmental Inc., in partnership with PUD 3, will come to a customer’s home to pick up and recycle their working refrigerator or freezer (10 cu. ft. or larger). To schedule an appointment with JACO, please call 1-877-577-0510, or visit
www.jacoinc.net. An incentive check will be mailed within six weeks. Unit must be recycled by JACO. Limit two (2) per household.

ENERGY STAR® NORTHWEST ENERGY EFFICIENT MANUFACTURED (NEEM) HOME
If a customer purchases a new electrically-heated ENERGY STAR® Northwest Energy Efficient Manufactured (NEEM) home, they may qualify for a rebate check from PUD 3. Please contact the PUD 3 conservation department for more details.

INSULATION
The most cost-effective way to improve energy efficiency and reduce energy bills in an electrically-heated home is by increasing levels of insulation. PUD 3 may be able to help. Schedule an insulation inspection with one of PUD 3’s conservation technicians to find out if a home qualifies. Pre-Inspection by a PUD 3 conservation technician is required to qualify for insulation incentives.
PUD 3 pays up to 100% of all qualifying low-income residential insulation projects (marked below with *). Ask for more details if you feel you might qualify. If applicable, a knob and tube wiring report is required for insulation projects.

PTCS DUCT SEALING
Performance Tested Comfort System (PTCS) duct sealing is available for electrically heated site-built and manufactured homes with a forced air furnace or air source heat pump where the majority of ductwork is located in unconditioned space. Leaky ducts will greatly reduce a home’s energy efficiency. A PTCS certified technician can seal a home’s ducts, and PUD 3 may be able to help cover the cost. HEAT PUMP WATER HEATER (HPWH)
Only new construction and existing single-family homes qualify for the HPWH reimbursement. In existing homes, the HPWH must replace an electric storage water heater. PUD 3 has a project
progress checklist available for customer use.
- The new HPWH must be listed on BPA’s qualified products list as meeting Tier 1 requirements of the Northern Climate Specification. Ducted HPWHs do not qualify. Qualified equipment list can be found at www.bpa.gov/ResHVAC
- The new HPWH must be installed by an installer who received installation training from the manufacturer of the HPWH. The HPWH must be installed according to both manufacturer and BPA specifications. The list of qualified installers can be found at www.bpa.gov/ResHVAC
- Washington State Labor & Industries (L&I) electrical, and Mason County or City of Shelton mechanical permit numbers are required upon project completion.

DUCTLESS HEAT PUMP
If a single-family electrically heated site-built home has baseboards, wall heaters or other zonal resistance heating permanently installed as its primary heat source, it may qualify for PUD 3’s ductless heat pump incentive. Homes with existing ductwork do not qualify. Ductless heat pumps use up to 50% less energy to heat and cool a home. Installation is quick, simple, and inexpensive. PUD 3 has a project
progress checklist available for customer use.
$1500 REBATE CHECK
AIR SOURCE HEAT PUMP
If a site-built or manufactured home has a primary electric heat source, it may qualify for PUD 3’s air source heat pump upgrade or conversion program. New construction site-built homes may also qualify. Air source heat pumps are energy efficient and add cooling to a home’s climate control. PUD 3 has a project
progress checklist available for customer use.
- The home must be pre-approved by PUD 3 for a new heat pump before installation.
- The new heat pump must have a Heating Seasonal Performance Factor (HSPF) rating of 9.0 or higher and a Seasonal Energy Efficiency Ratio (SEER) rating of 14 or higher.
- The new heat pump system must be approved by PUD 3 conservation department before any equipment is ordered.
- PUD 3 altered service application is required. Contact the PUD 3 engineering department: (360) 426-0888.
- Washington State Labor & Industries (L&I) electrical, and Mason County or City of Shelton mechanical permit numbers are required upon project completion.
- PTCS heat pump commissioning tests are required. PTCS duct sealing is required when 50% or more of duct work is located in unconditioned space. A PUD 3 conservation technician can assist in determining the location of duct work. A PTCS certified technician can be found at www.ptcsnw.com.
A heat pump UPGRADE includes a heat pump-to-heat pump upgrade, adding a heat pump to a system with gas backup, or upgrading from zonal to air-source heat pump. The rebate amounts are listed below:
