CONTRACTOR PROGRAM INFORMATION AND FORMS

This is a place for contractors to download necessary forms and to get the basics on PUD 3 conservation programs requirements.

DUCTLESS HEAT PUMP

Program Requirements
If a single-family electrically heated site-built home has an electric forced air furnace; or baseboards, wall heaters or other zonal resistance heating permanently installed as its primary heat source; or if a manufactured home has an electric forced air furnace; it may qualify for PUD 3’s ductless heat pump incentive. PUD 3 has a project progress checklist available for customer use.
  • The ductless heat pump must be a split system heat pump employing an inverter-driven outdoor compressor, with an inverter-driven or variable speed indoor blower. A qualified equipment list can be found on BPA's website at www.bpa.gov/ResHVAC.
  • The ductless heat pump must be installed according to the manufacturer's specifications and the Northwest Ductless Heat Pump Best Practices Guide.
  • The ductless heat pump must be installed by a contractor who attended a Northwest Ductless Orientation and received installation training from the manufacturer of the installed DHP equipment. A partial list of installers can be found at www.goingductless.com.
  • If a home has existing duct work, PUD 3 strongly recommends the duct work is tested and sealed according to the PTCS Duct Sealing program requirements. An incentive may be available.
  • Mobile homes assembled before 1977 do not qualify.
  • A PUD 3 altered service application is required. Contact the PUD 3 engineering department: (360) 426-0888.
  • Washington State Labor & Industries (L&I) electrical, and Mason County or City of Shelton mechanical permit numbers are required upon project completion.
  • The certified contractor must fill out and submit the Ductless Heat Pump Installation Form to the PUD 3 conservation department documenting the condition of the home's existing heating system and the intended operating strategy.

AIR SOURCE HEAT PUMP

Program Requirements
If a site-built or manufactured home has an electric forced air furnace, it may qualify for PUD 3’s air source heat pump CONVERSION program. PUD 3 has a project progress checklist available for customer use.
  • The new heat pump must have a Heating Seasonal Performance Factor (HSPF) rating of 9.0 or higher and a Seasonal Energy Efficiency Ratio (SEER) rating of 14 or higher and must be AHRI tested and certified.
  • Mobile homes assembled before 1977 do not qualify.
  • A PUD 3 altered service application is required. Contact the PUD 3 engineering department: (360) 426-0888.
  • Washington State Labor & Industries (L&I) electrical, and Mason County or City of Shelton mechanical permit numbers are required upon project completion.
  • PTCS heat pump commissioning tests are required on all units.
  • A PTCS duct sealing test is required when 50% or more of duct work is located in unconditioned space. A PUD 3 conservation technician can assist in determining the location of duct work. The results of the test will determine the incentive amount below.

PTCS DUCT SEALING

Program Requirements
Performance Tested Comfort System (PTCS) duct sealing is available for electrically heated site-built and manufactured homes with a forced air furnace or air source heat pump where the majority of ductwork is located in unconditioned space. Leaky ducts will greatly reduce a home’s energy efficiency. A PTCS certified technician can seal a home’s ducts, and PUD 3 may be able to help cover the cost. A PTCS certified technician can be found at www.ptcsnw.com. PTCS forms can be found at bpa.gov/reshvac.

TIP: Many technicians will perform the duct sealing job for the same price as the utility incentive, leaving no cost to the homeowner!

INSULATION

RESIDENTIAL WEATHERIZATION/INSULATION PROGRAM REQUIREMENTS:

Stick-Built Attic:
  • Existing insulation ≤ R-11 can be increased to R-19 @ $0.59* per square foot.
  • Existing insulation ≤ R-11 can be increased to R-38 @ $0.80* per square foot.
  • Existing insulation ≤ R-11 can be increased to R-49 @ $0.85 per square foot.
  • Existing insulation R-12 to R-19 can be increased to R-38 @ $0.21* per square foot.
  • Existing insulation R-12 to R-19 can be increased to R-49 @$0.26 per square foot.
  • Existing insulation R-31 to R-38 can be increased to R-49 @ $0.05 per square foot.
Stick-Built Floor:
  • Existing insulation R-0 to R-11 can be increased to R-19 or R-21 @ $0.65* per square foot.
  • Existing insulation R-0 to R-11 can be increased to R-30 @ $0.77* per square foot.
  • Existing insulation R-12 to R-19 can be increased to R-30 @ $0.12 per square foot.
Stick-Built Wall:
  • Existing insulation R-0 can be increased to R-11+ @ $0.61* per square foot.
Manufactured Home Floor:
  • Existing insulation < R-11 can be increased to R-11+ @ $0.24* per square foot.

*Measures marked with an asterix qualify for Low/Moderate Income Weatherization.

A pre-insulation inspection and a post-installation inspection by the Mason County PUD No. 3 conservation department is required. Insulation measures must be installed according the Bonneville Power Administration (BPA) Weatherization Specification developed by the Regional Technical Forum. Details can be found here.

HEAT PUMP WATER HEATER

Program Requirements
Only new construction and existing single-family homes qualify for the heat pump water heater (HPWH) reimbursement. In existing homes, the HPWH must replace an electric storage water heater. PUD 3 has a project progress checklist available for customer use.
  • The new HPWH must be listed on the Northwest Energy Efficiency Alliance’s qualified products list as meeting the requirements of the Northern Climate Specification. A qualified equipment list can be found on NEEA’s website.
  • The new HPWH must be installed by an installer who received installation training from the manufacturer of the HPWH. The HPWH must be installed according to both manufacturer and BPA specifications. A partial list of installers can be found on the Smart Water Heat website.
  • A Heat Pump Water Heater Installation Form must be filled out and submitted to PUD 3. The forms can be found on BPA’s website.
  • A Heat Pump Water Heater Manufacturer's Installation Checklist must be filled out and submitted to PUD 3. These checklists come with the HPWH unit.

Conservation Programs are effective until September 30, 2013.
Rebates, incentives, and program requirements are subject to change at any time.
Customer must provide receipt and ENERGY STAR® qualification documentation within 90 days of purchase.
